Position 1 : Education in Emergency Project Officer

Contract Type: Local Fixed Term 

Duration of Contract: 12 Months

Duty Station: Southern Nations, Nationalities and Peoples Ethiopia based in Alle Special Woreda

Major Responsibilities:

Program development and implementation

  • Provide direct technical support to teachers/facilitators, and the school support system (head teachers and supervisors)
  • Assure that relevant cross cutting themes (child protection, gender, inclusion, safety and life skills) are integrated into the EiE project implementation at the project sites
  • Organize regular discussion session with beneficiaries and stakeholders to collect feedback on the project implementation
  • ensure proper data record, keeping and reporting system are in place in targeted schools

Coordination, partnership and networking

  • Liaise with WEO experts at field level to conduct a joint monitoring visit, supportive supervision   and ensure reliable data record keeping and reporting system among targeted schools.
  •  Represent WVE in any EiE matters (education coordination meetings, joint assessment) and share timely update to EiE Coordinator and Manager.
  •  Strengthen networking with organizations or agencies working on EiE and child protection in ensuring child-friendly learning centers at the woreda level

    Resource Management

  •  Manage operating budget of the assigned Woredas for the project implementation including procurement, cost for the materials purchase and any other expenses incurred for the EiE project in the emergency context (IDP, Returnee and Host community project sites)
  • Contribute to the selection of pre-qualification and bidding of local suppliers and contractors for logistics availability, and items and service purchase
  • Liaise with NGOs/UN agencies in the field to ensure coordination of inputs and resources for EiE project activities

Reporting and Documentation

  • Submit high quality reports to EiE coordinator in a timely manner and according to the donor and WVE requirements
  • Monitor the impact of the EiE project in the framework of EiE response program and promote learning by documentation of best practices for future emergency response works
  • Provide necessary information to EiE coordinator / EiE Manager, Afar Response Lead to ensure sustainability of project response (when appropriate)

Job Requirements

Required Education, Training License, Registration, and Certification:

  • First Degree (BA) in education and other education fields especially in pedagogy, curriculum and instruction, social work, sociology, child protection, educational planning and administration

Required Professional Experience:

  • At least 3 years of experiences in the field of education and working with government and other education partners at grass root level,
  • Demonstrated understanding of the Ethiopian education policy and Education in Emergency programming
  • Demonstrated experience in education and teaching literacy and numeracy skills development for children
  • Knowledge on creating child-friendly learning environments/spaces for children learning
  • Knowledge and experiences on education need assessment, providing training and guidance on learner-centered instructional methodology to teachers and education supervisors 
  • Experience in working IDPs and Returnees context
  • Creates and encourages a climate of team-work and collaboration in a diverse cultural environment

Working Environment / Conditions:

  • Field base with frequent travel to project sites and to Head/Hub office as needed

Position 3 : Junior Operation officer, Consultant (Local Recruitment)

Job Description

Position Description :

The consultant will be part of the Response – Recovery – Resilience for Conflict Affected Communities in Ethiopia Project (3R4CACE),  team working in the World Bank, Ethiopia Country Office, Addis Ababa. The consultant will provide technical operational support to the 3R4CACE project.

More specifically the consultant shall conduct the following tasks under the supervision of the World Bank Task Team Leader(s) (TTLs) and in coordination with task team will be expected to:

  • Support the overall implementation of the project through assisting the Government of Ethiopia;
  • Facilitate dialogue among the task team, consultants and firms hired by the Bank, government entities, donors and development partners, NGOs, etc. for the implementation  of the project;
  • Working closely with both  MoF  and  MoWSA project implementation units in the  implementation of project activities, as well as advising on development of relevant project documentation and relevant resources;
  • Identifying critical capacity gaps and advising on interventions, trainings or capacity building initiatives that may be required to address those gaps;
  • Participate in missions and facilitate discussions with the government;
  • Regularly update the task team  on  potential risks/challenges  happening on the ground, which may potentially affect project implementation;
  • Complete any other activities relevant to  ensure quality of project implementation on the ground, as instructed by the TTLs.

Contract duration: 50 days (March 1, 2023 – June 30, 2023) . Contract extension is subject to the business needs and performance of the consultant.

Job Requirements

General requirements:

  • The consultant shall have master’s degree in,  urban and regional planning,  public policy , development studies , political science, sociology ,social anthropology, or related discipline.
  •  A minimum of 4 years of professional experience or equivalent combination of education and professional experience in  project design and implementation is required.
  • Sound knowledge and analytical skills on emergency activities.
  •  Strong and demonstrated skills and experience in working with government authorities and officials and large groups of experts on the topic.
  • Relevant experience in organizing workshops, trainings, and other knowledge exchange activities on the topic. Strong communication, interpersonal, outreach, and facilitation skills.
  •  Ability to schedule, manage and deliver multiple tasks against strict deadlines.
  • Good knowledge of the context of Ethiopia; and experience from project participating regions is desirable.
  • Ability to work independently. 
  •  Excellent oral and written communication and presentational skills in English and Amharic will be required. 
  • knowledge of Oromo, Afar, Tigrinya, and other local languages, are considered a plus.
  • Proven teamwork and successful experience working with multi-disciplinary teams.
  • Strong interpersonal and communication skills.
  • Willingness to travel extensively in Ethiopia, including to remote rural areas.
  • Knowledge or willingness to learn about World Bank operations and procedures related to the tasks of the assignment.
