Brief introduction

REACH Ethiopia is a non-profit local organization focused on community development and delivering quality health services to disadvantaged communities. Established in 2013, REACH Ethiopia has been implementing projects addressing TB programming challenges at the community and facility level in various regions of Ethiopia. The organization has introduced innovative technologies like AI-guided portable X-rays and TB diagnostic connectivity solutions.

Through funding from Expertise France, REACH Ethiopia is in the final stages of preparing to implement a TB project in Zone 3 of the Afar Region, Ethiopia. This project is being carried out in collaboration with the Ministry of Health and Afar Regional Health Bureau.

Purpose of the position (general)

The Zonal TB Coordinator, under the guidance of the project manager, will be responsible for planning, executing, and overseeing the successful implementation of district TB program activities in Zone 3 of the Afar region. This includes coordinating service delivery standards, overseeing community and health facility-based TB care activities, and working closely with Woreda/zone TB Coordinators to ensure effective community-based interventions are in place.

Answerability and Position in the Organization

The Zonal TB Coordinator reports to the Expertise France Project Manager.

Major and Overall Duties and Responsibilities:

  1. Development and implementation of Zonal community-based TB case finding, contact investigation, screening, and TB treatment adherence; TPT.
  2. Develop and schedule project work plans according to specifications.
  3. Oversee daily operations and coordinate project activities, determining priorities.
  4. Review plans regularly to ensure timely task and milestone achievement and prepare project status reports.
  5. Actively participate in project issue/risk management, contributing to identification and prioritization of issues and developing mitigation strategies.
  6. Provide facilitation support to lower-level project teams to help achieve project goals.
  7. Utilize effective organizational and administrative processes to facilitate project success.
  8. Build and maintain relationships with various stakeholders within the Zone.
  9. Help build the project management capability of lower-level teams through collaboration, coaching, and mentoring.
  10. Manage communications through media relations and social media.
  11. Maintain team members’ awareness of relevant project information.
  12. Communicate frequently with team members to ensure maximum efficiency.
  13. Schedule and organize meetings/events and maintain the agenda.
  14. Ensure appropriate use of technology for project operations (video conferencing, presentations, etc.).
  15. Create presentations and summaries for better communication and understanding of the project.
  16. Monitor and supervise the activities of Zonal & Woreda TB Coordinators, Civil Societies Organizations, and volunteers/associations.
  17. Be attentive to changing needs and adjust schedules accordingly.
  18. Comply with project policies and procedures, ensuring maximum efficiency.
  19. Prepare reports regarding project operations.
  20. Provide training and technical support to ensure proper project operation.
  21. Coordinate active contact investigation and mapping of key population groups.
  22. Support TPT initiation and completion monitoring.
  23. Interact with the community to help achieve project goals.
  24. Report project progress to the Project Manager within the given timeframe.
  25. Support actions addressing vulnerability to TB and related challenges.
  26. Develop workable plans to cope with prevailing situations.

Knowledge management

  1. Identify areas for crosscutting collaboration with partners.
  2. Enhance and anchor in-depth knowledge of TB technical areas.
  3. Share knowledge with the Zonal TB control program.
  4. Maintain personal in-depth knowledge of TB control areas and manage changing developments.

Job Requirements

Qualifications and Requirements

  • Master’s Degree in public health or equivalent, with a minimum of 4 years relevant work experience in TB control (2 years in a senior advisory/supervisory/coordination role).
  • Bachelor’s Degree in public health, with a minimum of 8 years relevant experience in TB control (6 years in an advisory/supervisory/coordination role).
  • Proven experience in health program management for at least 6 years.
  • Previous experience in Community TB programs, specifically working with HEP and volunteers.
  • Proven experience in stakeholder capacity-building skills: facilitation, presentation, communication, and monitoring impact.
  • Demonstrated team spirit and excellent verbal and written communication skills in English, Amharic, and at least one local language of the region.
  • Experience in capacity building and participatory learning methodologies.
  • Past experience with NGOs is recommended.
  • Willingness to be located in Zone 3, Afar region, with frequent travel to Woredas.

Purpose of the Position (General)

The District TB Officer (DTO), under the leadership of the Zonal TB Coordinator, is responsible for planning, executing, and overseeing the successful implementation and delivery of comprehensive DS and DR-TB care activities in Zone 3 of the Afar Region. The DTO coordinates the planning, implementation, and delivery of defined services, ensures adherence to standards, and provides oversight for all TB care activities under the Expertise France project within their assigned district. The DTO also develops the project’s management plan, reviews activity performance regularly, discusses issues with the project management team, and develops improvement plans when necessary.

Answerability and Position in the Organization

The DTO reports to the Zonal TB Coordinator of the Expertise France project.

Major Duties and Responsibilities:

  1. Coordinating and collaborating closely with Afar Region Health Bureau’s diseases prevention and health promotion unit, TB/HIV focal points, and Zone 3 Health Office for effective implementation of project components (KAP, CBTC, and Health facility TB program).
  2. Aligning project activities with the Health Bureau’s plan, in line with RHB’s TB priorities and directions.
  3. Developing and scheduling the project work plan for Zone 3 in accordance with given specifications.
  4. Building the project management capability of the team through coaching, mentoring, and motivating, in collaboration with the Zonal TB Coordinator.
  5. Supporting the coordination and implementation of comprehensive TB (DS and DR-TB) case finding, treatment, CTBC, contact screening, adherence, and TPT in public health facilities, including hospitals.
  6. Assisting the Zonal TB Coordinator in daily operations, coordination of project activities, and determination of priorities.
  7. Regularly reviewing the project plan to ensure timely task and milestone achievement, preparing project status reports (mainly on KAP and CBTC), and designing agendas for meetings/events when necessary.
  8. Providing skilled facilitation support to project teams under supervision to ensure goal attainment.
  9. Building and maintaining effective relationships with a wide range of people and sectors in the Administration, as well as within the team.
  10. Managing communications through media relations and social media, if required.
  11. Keeping team members informed of relevant project information to improve efficiency.
  12. Scheduling and organizing meetings/events and maintaining agenda in Zone 3.
  13. Adapting tasks as appropriate based on changing needs of targets, mainly related to KAP sites and CBTC.
  14. Ensuring compliance with policies and procedures governing project implementation and maximizing project efficiency.
  15. Preparing reports on project operations and progress in Zone 3 of the Afar Region, and reporting to the Zonal TB Coordinator.
  16. Supporting analysis and evaluation of project effectiveness, as well as developing new methods for greater success.
  17. Interacting with community members to achieve project goals and objectives.
  18. Contributing expertise, experience, information, and commitment to facilitate an integrated approach to TB prevention and control in the district.
  19. Developing, strengthening, and nurturing effective working relationships and synergies with staff and partners.

Knowledge Management

  4. Maintaining personal in-depth knowledge of TB control areas and managing changing developments related to TB (DS and DR-TB).
