IFPRI Ethiopia

IFPRI, in partnership with the University of Arizona (UofA) and the R4 Rural Resilience Initiative, and with funding from the USAID Feed the Future Innovation Lab for Markets, Risk and Resilience, is conducting a study on the impacts of strengthening agricultural insurance in Amhara, Ethiopia, using digital technology and mobile banking, by means of a cluster randomized trial in 80 villages. In the context of that study, UofA has contracted Innovations for Poverty Action (IPA) to implement a survey with 1,280 households at baseline (2022) and endline (2024). This randomized trial will be leveraged by the OneCGIAR initiative on Market Intelligence, to test the effects of seed promotions on the adoption of stress-tolerant varieties, in order to better understand how to accelerate varietal turnover. This will require adding 40 villages and 640 households to the survey, and the costs of the expanded data collection will be borne by Work Package 3 – Behavioral Intelligence – of the Market Intelligence initiative.

Specifically, successful candidates will oversee data collection activities of 640 households in Amhara, Ethiopia. These activities include the following:

  • Baseline Household Survey in person in Year 1 (tentatively September 2022)
  • Follow-up Household Survey in person in Year 3 (tentatively April-May 2024)

In collaboration with UofA and IFPRI, the collaborator will work closely with the IPA team to provide input and feedback on data collection instruments, program and bench-test study instruments, training preparation support including development of training materials and training implementation, if in-person travel is feasible, set up and implementing a data management system to monitor data quality in real-time, clean the data, and provide financial oversight. Collaborator staff will also join calls with the investigators and IPA on a regular basis. The collaborator will appoint a Research Associate as the project focal person, coordinate field activities, conduct data quality checks, and data preparation, while a Researcher Manager/Coordinator will provide high level support.

The collaborator will oversee the local data collection in Ethiopia carried out either directly by the collaborator or subcontracted to a firm in Ethiopia, in coordination with IPA and the principal investigators. This will include the following activities: recruit, hire and support training of enumerator teams, obtain government and other necessary local approvals for the data collection activities, translation of instruments, implement day-to-day data collection, including all in-person data quality assurance protocols, ensure incentives are disbursed to research participants, adhere to study protocols (including COVID-19 mitigation strategies), ethical guidelines and data quality procedures.

Required qualifications of the consultant

  • Excellent track record in overseeing surveys for randomized controlled trials in developing countries, especially in Eastern Africa
  • Demonstrated capacity in the financial management of and accounting around large-scale household surveys
  • Expert knowledge of SurveyCTO and related software for administering surveys using computer-assisted personal interviewing methods
  • Experience in building trust and good relations with implementing partners and other project stakeholders.
  • Excellent communication and interpersonal skills of the research associate and the research manager that will be involved in managing the survey
