Position 1 : Mental Health and Psychosocial Support (MHPSS) Officer

Job Description:

  • SPIR is seeking a Mental Health and Psychosocial Support (MHPSS) officer for its USAID-funded Development Food Security Activity, Strengthen PSNP4 Institutions and Resilience project.
  • The primary role of the MHPSS Officer is to train, supervise, and support the Health Community Facilitators and Men Engagement Facilitators in facilitating IPT-G sessions at the community level.
  • Conduct a 12-week IPT-G session under close support from the Mental Health and Psychosocial Support advisor and other international partners.
  • Ensure the quality of the intervention in designated kebeles.

Responsibilities and Tasks:

  1. Planning and Implementation of MHPSS Activities (65%):
    • Identify and recruit depressed women based on screening criteria.
    • Lead IPT-G sessions for women with depression after completing training.
    • Monitor client attendance and participation, document progress, and assess IPT-G efficacy.
    • Train and coach Health Community Facilitators to conduct IPT-G sessions.
    • Prepare reports on progress, challenges, and lessons learned.
    • Provide ongoing support to the Health Community Facilitators.
    • Coordinate and integrate activities with project technical staff.
  2. Technical Support and Capacity Building (5%):
    • Develop annual work plans and budgets.
    • Build relationships with partners responsible for MNCH-N in the area.
    • Support trainings, workshops, and meetings.
    • Conduct training needs assessments and design appropriate training.
    • Assist in nutrition education and improving dietary practices.
  3. Monitoring and Supervision (30%):
    • Maintain up-to-date data related to nutrition and IPT-G activities.
    • Conduct joint supervision with health and nutrition officers.
    • Set project quality standards and monitor performance.
    • Prepare monthly program support plans and provide feedback.
    • Mentor community health workers and develop their counseling skills.
  4. Reporting and Data Quality Assurance:
    • Improve data collection and reporting systems.
    • Verify data quality and consistency.
    • Prepare high-quality progress reports and results.
    • Maintain documentation system for program activities.
  5. Learning and Documentation:
    • Document project learning, success stories, and case studies.

Job Requirements:

  • Education:
    • B.A. in Psychiatric Nursing, Psychology, or Occupational Therapy.
  • Experience:
    • 3 years of relevant experience as a Psychiatric Nurse, Health Officer, or Social Worker.
    • Experience working with people with depression.
  • Skills and Competencies:
    • Understanding of mental health and self-help approaches.
    • Excellent group facilitation and communication skills.
    • Ability to work independently and develop professional relationships.
  • Personal Qualities:
    • Empathy and team player.
  • Language Skills:
    • Proficiency in English (desirable) and local language (Amharic and Afan Oromo).

Position 2: Humanitarian Response Manager

Job Description:

CARE Ethiopia is seeking experienced professionals to join their roster for short-term assignments in various locations within Ethiopia. The Emergency Response Manager/FO (ERM/FO) will provide management oversight to the Emergency Project Team Officers and coordinate with the Addis Based Program and Operations Manager in the day-to-day management of emergency projects. This role involves ensuring efficient and timely implementation of high-quality project interventions, reviewing progress reports, managing budgets, fostering learning, and building effective relationships with partners and stakeholders.

Responsibilities and Tasks:

  1. Staff Management – Support the Emergency Project officers in their roles and responsibilities and complete performance management activities.
  2. Program Quality Assurance – Ensure that emergency projects are implemented according to best practices and program guidelines.
  3. Program Implementation, Compliance, and Technical Support – Guide and support Project Team Leaders in implementing planned activities, monitoring progress, and ensuring compliance.
  4. Financial Management – Facilitate budget management in collaboration with finance staff, ensuring adherence to donor and CARE regulations.
  5. Reflective Practice and Learning – Promote reflective practices and learning to improve program performance by identifying and disseminating best practices and lessons learned.
  6. Reporting and Documentation – Coordinate with Project Officers to prepare and submit high-quality reports and documents according to donor requirements.
  7. Perform other duties as assigned.

Job Requirements:

  • Qualifications:
    • Bachelor’s degree with 5 years of relevant experience, or
    • Postgraduate degree with 4 years of relevant experience
  • At least 1 year of management experience
  • Proficiency in English (verbal and written)
  • Strong skills in proposal development, planning, budgeting, monitoring, and evaluation
  • Ability to work effectively with government officials, community leaders, and other stakeholders
  • Familiarity with participatory planning and sustainable development principles
