Job Position:

1.Area Program Manager

Responsibilities:

  • Assure that the APs projects are implemented in line with Technical Programme standards and processes of LEAP 3.0.
  • Ensure that Sponsorship in Programming (SiP) and child protection standards are adhered to and adequately integrated into programming both at design/redesign stage and annual operation plan for community transformation.
  • Prepare quality and timely detailed Implementation Plan (DIP) for program/projects of all funding streams.
  • Prepare quality and timely monthly, quarterly, bi –annual and annual projects/programs report together with annual budget, and facilitate program/project monthly funding and review financial reports.
  • Ensure that both Evaluation and Audit (Finance and Risk Based) recommendations are timely responded to, fully implemented and progress is reported quarterly.
  • Ensure that all systems and approaches such as Horizon, LEAP, SiP, SingleSTEP, Sun6, etc, are adhered to for program effectiveness.
  • Assure that all projects meet the government of Ethiopia standards and approvals are in place before implementation.
  • Ensure that communities and staff are empowered to plan, implement, monitor and evaluate the program activities for quality and sustainable development.
  • Ensure that all the APs funding streams are implemented within 90%-100% of plans. (Annual spending vs budget, Activity plan vs realized)
  • Assure that the APs activities are monitored in relation to their ITTs and that lessons are discussed, shared and acted on.
  • Coordinate the proper implementation of programs/projects of all funding streams as per Detail Implementation Plan (DIP) or other planning documents.
  • Enforce stewardship and accountability by ensuring that resources are efficiently and effectively utilized within the program/project for the intended purpose and to minimize risks.
  • Ensure proper utilization of program funds as per DIP.
  • Closely monitor the ADP budget as per allocated budget.
  • Adhere with internal control and ensure all staffs comply with financial internal control.
  • Ensure that materials, supplies and equipment and other assets are managed according to support service guidelines.

Job Requirement:    

Qualification:

Education: 

  • BA/Bsc Degree in Development Studies. An advanced degree in Social Sciences related to development work, HEA and advocacy is preferred. Masters degree is an advantage.

Experience:

  • a minimum of 3 years’ experience with regards to the designing, planning, implementation, supervising and reporting on integrated development, emergency and advocacy projects and at least 2 years’ experience in managing complex grants and programs/projects with significant experience in overseeing large multi-year program. Moreover, experience of insecure and hostile environments with complex conflict driven IDP influx, safety and security management…etc.

Job Position:

2.Admin Assistant Front Desk

Responsibilities:

  • Welcomes visitors by greeting them, in person or on the telephone, answering or referring inquiries. Receive, direct and communicate telephone messages and fax messages Directs visitors by maintaining employee and department directories, giving instructions.
  • Open and date stamp all general correspondence. Draft correspondence in relation with Ethio-telecom Distribute mails and newspapers to appropriate offices. Maintain documentation of all mail services (Mail, DHL) correspondences and guests for reference Maintain staff list with telephone number and make sure it is updated regularly
  • Facilitate purchase of mobile air time and distribute for concerned staff Settle monthly bill of telephone and internet bills Follow-up and settle DHL payments Facilitate subscription of new internet and telephone service and payments (ADSL, 4G, SIM cards etc)
  • Support Administration team in bill settlement of air tickets, hotels, etc In the absence of Archive and Recourse Management Officer process bid selling/receiving in coordination with Procurement Department
  • Other assignments assigned by the supervisor.

Job Position:

3.Finance Officer

Responsibilities:

Major responsibilities and End Results Expected

  • Ensure the financial and accounting integrity of World Vision Ethiopia. Process funding transfer for CPO and APs as per funding request formats and procedures.
  • Facilitate local travel and business advance and medical payment requests and pass the necessary entries and follow up their settlement. Handle disbursement activities at cluster level as per the partnership financial manual and internal financial policies and guidelines.
  • Follow-Up long outstanding advances and payables on monthly basis and keep records up-to-date. Follow up bank matters and ensure all incoming and outgoing funds are accounted and supported with necessary backups.
  • Journalize and summarize transactions by cost center and send hold data for review and posting to FAMs.
  • Provide assistance, as needed, to the Cluster Finance and Administration Manager and CPO Management and staffs, on accounting issues. Provide accurate and timely financial data of CPO and APs to FAM on or before 2nd of every month.
  • Ensure all cluster office level balance sheet accounts are correctly stated and outstanding balances are monitored and supported with detail schedules Reconcile World Vision Ethiopia bank accounts at cluster office level and compile APs bank reconciliation and send to FAM before 2rd of every month.
  • All outstanding bank balances are followed and steal checks are communicated for reversal for APs and Do reversal for CPO. And ensure those reversals are made before preparation of the next month reconciliation.
  • Participate in annual plan and budget preparation and assist FAMs in review APs cash flows. Monitoring and controlling resources and overseeing the cluster office support cost budget. Provide regulatory reports, like pension, tax and other applicable reports to Woreda/zonal as needed.
  • Follow grant projects at cluster level and charge costs according to their nature and purpose. Ensure grant compliance are maintained like LRD and Screening process is undertaken at cluster level Collaborate with internal and external auditors for grant and sponsorship audit. Comply with World Vision Ethiopia’s accounting policies and procedures, both written and unwritten, and report any instances of non-compliance.
  • Provide assistance, as needed, to the FAM, on accounting issues and management issues and do the additional job as instructed by supervisor. Ensure the financial and accounting integrity of World Vision Ethiopia.
