Position 1 : Senior ICT Technical Advisor
Job Description
The Ministry of Health in Ethiopia is seeking competent applicants for the position of Senior ICT Technical Advisor. This role involves conducting workflow analysis, requirement gathering, and developing implementation roadmaps for an Integrated ERP system and ICT goals. The advisor will document and track ICT initiatives, set standards, implement control mechanisms, and coordinate tasks to overcome ICT duties and responsibilities. Additionally, they will provide technical support and guidance to the ICT team, review system and network performance, contribute to the development of standards and strategies, and consult on ICT-related issues. The term of employment is contractual and renewable based on performance and fund availability.
Responsibilities:
- Conduct workflow analysis, needs assessment, and develop implementation roadmaps for Integrated ERP system and ICT goals.
- Document and track ICT initiatives and strategic goals on behalf of the ministry.
- Plan, coordinate, and conduct trainings and workshops on networking, cyber security, infrastructure management, and datacenter administration.
- Assess and enhance Network infrastructures within the ministry.
- Provide technical support and guidance in the development and implementation of ICT strategic goals, standards, guidelines, and capacity building initiatives.
- Review and contribute to system and network performance results, file transfer system standards, and technical procedures.
- Consult on main ministry ICT-related issues, recommend designs, provide cost analyses, and coordinate installation of telecommunication, hardware, and software infrastructure.
- Perform other duties as part of the ICT Executive Office.
Requirements:
- Education: MSc or BSc Degree in Computer Science, Computer Engineering, Information Technology, Information Systems, Software Engineering, or Electrical Engineering.
- Experience: Minimum of 12 years with a BSc or 10 years with an MSc in designing, managing, and implementing Network administration environments.
- Certification: Cisco CCNA or CCNP equivalent professional certification.
- Additional certifications in project/program management, leadership, and top-level management are preferred.
- Strong knowledge and experience in storage, MS-Server configuration, network configuration, virtualization technologies, networking and web standards, protocols and standards, and infrastructure operations.
- Experience in designing and implementing enterprise network solutions, configuring network equipment, and supporting IT infrastructure.
- Basic knowledge of TCP/IP-based networks and Cisco network devices & routers preferred.
